I am playing Skies of Arcadia for GC and am stuck. How do I find the Ruins of Ice?

I have read all the strategy guides I can find. I have the map in front of me. I have swept over the Lands of Ice and mashed the A on. Still I am unable to locate how to make the game progress. Could someone please help?
