What is the symbolism of the verse in Malachi 4:2 ?

I've heard that "wings" are a reference to the tels on a talithe (prayer shawl) and that the lady with the issue of blood when she touched "the hem of his garment" and was healed actually touched the tels of Jesus' prayer shawl.
